I was also wondering how you began this project, and what is it your husband is using to wrap around your neck before applying the duct tape?
The stuff he's wrapping on her neck is probably just scrap fabric. It doesn't really matter what you use, it's mostly there so it doesn't stick to her skin/so the sticky side isn't exposed when it's off.
